RTPD Takes Over Hightstown Dispatch

ROBBINSVILLE, NJ – More history was made May 13 as the Robbinsville Township Police Department Communications Center officially assumed dispatch responsibilities for the Hightstown Police Department.

This significant milestone reflects the continued evolution of the RTPD agency and the strong partnership between Robbinsville Township and Hightstown Borough in advancing shared public safety services. The successful transition is the result of extensive planning, coordination, and collaboration focused on ensuring seamless emergency communications and uninterrupted service to both communities.

We also wish to thank the Hightstown Police Department for its cooperation and partnership, as well as Robbinsville Township Mayor Mike Todd, Hightstown Borough Mayor Susan Bluth, and the elected officials of Robbinsville Township and Hightstown Borough for their continued support, leadership, and shared commitment to public safety. The Robbinsville Township Police Department remains committed to delivering professional, efficient, and reliable public safety communications services with the highest standards of integrity and service.”

Robbinsville Township Council on October 9, 2025 approved Resolution 2025-261 to enter a shared services agreement with the Borough of Hightstown for the provision of dispatch services. Robbinsville will serve as the primary provider of 24/7 emergency dispatch operations for Hightstown. The initial agreement runs through December 31, 2034, with the option for two additional five-year extensions.

The Uniform Shared Services and Consolidation Act, N.J.S.A. 40A:65-1 et seq. permits local units of this State to enter into a contract with any other local unit for the joint provisions within their combined jurisdictions of any service which any party to the agreement is empowered to render within its jurisdiction.Robbinsville hired two additional full-time communications officers to support the increase of call volume. The employees will become part of Robbinsville’s workforce, with Hightstown reimbursing the Township for all associated salary, benefits, and employment costs.

The groundbreaking shared services agreement between Robbinsville and the Borough of Hightstown for the new municipal building at 2300 Route 33 includes shared expenses of approximately 68 percent for Robbinsville, and 32 percent for Hightstown. Robbinsville Township also has operated the Hightstown municipal court since 2019.

Robbinsville PD at the Forefront of Autism Awareness

Promoting autism-friendly practices in law enforcement is a key part of Autism New Jersey’s goal of safer and more understanding communities throughout the state. Through its Law Enforcement Initiative, Autism New Jersey has identified two exemplars of police-school community initiatives designed to build relationships between law enforcement and students with autism.

The Robbinsville Township Police Department and Robbinsville Township School District have implemented a program where officers spend time in various classrooms.The Upper Saddle River Police Department and Chief Patrick Rotella, in collaboration with the Upper Saddle River School District and former special education teacher Julie Fallon, have implemented a program where each officer is scheduled to spend a day with a special needs class engaging in daily student activities.

The Robbinsville Township Police Department and Police Lt. Thomas Egan in collaboration with Robbinsville Township School District and ASD classroom teacher Jill Henig have implemented a program where officers spend time in various classrooms – within the first four months of its program launch in February 2025, officers visited 39 different classrooms!

By including officers in special education classrooms, these programs foster mutual familiarity and help reduce the potential anxiety that children may feel toward law enforcement officers (including their uniforms and equipment). These reduced-stress interactions allow members of law enforcement to observe the classroom setting and help to establish officers as trusted allies and mentors, making it more likely that students will feel secure during any potential future emergencies. Ultimately, these early engagements lay the groundwork for improved communication and greater trust, helping to ensure that emergency responses are handled with a deeper understanding of the individual’s needs. Regardless of the specific municipality, departments and school districts who make these collaborative efforts underscore a philosophy of proactive community programs that prioritizes the needs and values of all residents.
